Once upon a time... I had a dream that Effie Trinket was leader of the Truency Police. She was prepping for the first ever Hunger Games. You might as well read what happens in this epic novel, because, well, because I really had this as a dream!

And I know how much everyone hates Twilight to be compared to H.G,  but you're going to have to blame my subconcious on this one. It was a real dream!
